SCOPE
Under the Direction of the Director and Medical Director: the Training Officer is responsible for directing, coordinating, conducting, and evaluating instructional courses for personnel and other health care professionals; has the responsibility for ensuring all training requirements are met for the EMS service; to assist in the budgetary process and adherence to responsible fiscal requirements of the department; to serve as a quality assurance committee member and chart auditor, carrying out all duties to meet the Quality Assurance Quality - Improvement program requirements, including but not limited to prospective and retrospective reviews, protocol revision and implementation, verifications examinations, protocol testing; to provide public education, diplomatic relations and liaison activity with the multiple communities, hospitals, medical community and government entities served by this department; the employee in this position is responsible for proper emergency prehospital care; to provide as the administrator oversight to all new hire employees; the Training Officer will perform all the duties and requirements of a Kansas certified Paramedic. Serve as the Department’s Infection Control Officer
KNOWLEDGE AND SKILLS: (*Required prior to employment)
- Oversee the scheduling and instruction of prehospital training and providing quality instructors and maintenance of training records, as required by the Kansas State Board of EMS and to complete a yearly audit that all technicians meet the Board of EMS certification requirements;
- Maintain the Program Provider program as required by the Kansas State Board of EMS; responsible for overseeing safety training;
- Capable of completing all required paper work, with proper routing, for accidents (personal and property), and incident reports;
- Will be responsible for maintaining all training equipment in proper working order, to include an inventory;
- Participate in quality assurance - quality improvement reviews;
- May operate emergency vehicles and equipment; respond to emergency ambulance calls and supervise, direct and/or assist in patient care, treatment and transport; function in the capacity of a Kansas certified Paramedic;
- Assist with the hiring of new employees;
- Oversee the orientation process of new employees;
- Assist with student internships;
- Maintain a liaison leadership role between the business office staff members and technicians.
- Ability to communicate both orally and in writing;
- Considerable knowledge of the laws relating to ALS operations;
- Ability to supervise and direct others;
- Ability to see and read instructions, operate a computer and have a working knowledge of Microsoft Office, internet and E-mail usage;
- Ability to deal tactfully and effectively with the public, employees, shift supervisors and public officials;
- Thorough knowledge of county geography;
- Working knowledge of BLS and ALS;
- Ability to provide patient care in the field and supervise patient care by others in a professional manner and in accordance with service protocols:
- Ability to prepare accurate, legible reports and meet required deadlines;
- Ability to make decisions determining the appropriate dosage of fluids and medications to administer to patients, cardiac pacing, defibrillation, synchronize cardioversion and IV and IO selection;
- Ability to keep updated on medical procedures and policies, with the ability to apply appropriately, based on patients presentation;
- Ability to use sense of smell at accident scenes and to use sense of touch in assessing patient condition;
- Ability to read instructions, observe patients, record data, interpret medical readings, including meters and possess color perception;
- Working knowledge of emergency vehicles and medical equipment maintenance;
- Ability to analyze field situations and determine appropriate actions when under stress;
- Possess time management skills to meet system and administrative requirements;
- Ability to meet required deadlines independently;
- Possess interpersonal supervisory skills to meet departmental requirements;
- Ability to implement and achieve goals of the county, the department, employees and self;
- Basic understanding of employment law;
- Ability to maintain a working knowledge of all departmental policies, procedures and guidelines, Leavenworth County personnel rules and regulations in effect;
- Acquire needed resources to support service and personnel needs;
- Application of working knowledge of Kansas statues and regulations governing the operation of a Type I ambulance service;
- Assist with the management and storage of narcotics;
- Comply with DEA requirements;

- Ability to establish and maintain effective and positive relationships with county officials, administration, fellow employees, patients, family members, other public services, hospital staff, and the public.
- Appear in court to provide testimony
- Serve as liaison to local fire departments, law enforcement agencies and other service providers

ILLUSTRATIVE TASKS (This is not an inclusive list, other tasks/duties may be assigned.)
- Will be responsible to assure that all ambulances owned and operated by Leavenworth County EMS meet and maintain Kansas State Board of EMS statutory and regulatory requirements required by their license, at all times
- Directly supervise the performance, actions and duties of the Shift Supervisors; maintain and meet the service requirement for shift performance of duties and responsibilities, both in the prehospital setting and within stations
- Maintain appropriate staffing and schedules to meet the standards of the service, while upholding policy, procedures and guidelines of the service
- Oversee all aspects of fleet vehicles’ maintenance, to include scheduled and non-scheduled maintenance
- Oversee prehospital training to include the scheduling of training, providing quality instructors and maintaining training records, as required by the Kansas State Board of EMS and to complete a yearly audit that all technicians meet the Board of EMS certification requirements
- Responsible for overseeing safety training; capable of completing all required paper work, with proper routing, for accidents, (personal and property) and incident reports
- Will be responsible for maintaining EMS field, maintenance and station supplies, to include on-going inventory and timely ordering
- Conduct quality assurance - quality improvement reviews; may operate emergency vehicles and equipment
- Respond to emergency and ambulance calls and supervise, direct and/or assist in patient care, treatment and transport; administer IV’s and drugs under established departmental protocols, policies, procedures and guidelines
- Assist with the hiring and orientation process of new employees
- Assist with student internships
- Maintain a liaison leadership role between the business office staff members and technicians
ENVIRONMENTAL DEMANDS
Work is performed in all levels of environment to include, at times, unstable work environments.
MINIMUM QUALIFICATIONS
Bachelor’s degree;
Kansas Certified Paramedic,
Ten years of experience as a Paramedic with an ALS ambulance service or with combination of clinical ER setting experience;
3yrs supervisory experience;
Extensive computer knowledge - including but not limited to, Microsoft Office, data entry and video editing software.
Incident Command Certifications ACLS, Instructor, PALS or equivalent Instructor,
Resident of Leavenworth County preferred or reside within (5) miles of Leavenworth County
ADA/PHYSICAL DEMANDS
- Vision. Adequate vision to assess patients, scenes, use computer, filing, completion of reports, forms and correspondence.
- Hearing. Ability to hear alarms when sleeping at night, adequately hear in person, by telephone, and two-way radio.
- Speech. Must be able to speak and understand English language clearly to provide detailed information by in person, by telephone, and two-way radio.
- Standing. Ability to stand for long periods of time while at scenes and in stations
- Walking. Ability to negotiate rough terrain at emergency scenes
- Sitting. Ability to sit for long periods of time while in a vehicle and in stations
- Lifting/Carrying minimum 100 pounds – lifting patients and equipment in multiple levels of terrain.
- Pushing/Pulling 100 pounds – Ability to perform heavy physical work
- Climbing/Balancing Required when negotiating stairs, Ability to negotiate rough terrain at emergency scenes
- Stooping/Kneeling Required when retrieving or filing from lower drawers or when retrieving items, office supplies, etc. from the floor.
- Reaching/Handling Required on most tasks.
