PERCENTAGE OF TIME /ACCOUNTABILITIES

90% - Inspection and evaluation of day care centers, including corresponding paperwork and documentation.

10% - Assisting in Health Department clinics/other duties, emergency preparedness.

SCOPE
Serves as a surveyor for the Child Care Licensing Program for the Leavenworth County Health Department under the general supervision of the Health Departments Deputy Director.  Plans and executes daycare inspections and evaluations.  Assists in establishing daycares, acts as liaison between childcare and state agency.  Responds to and investigates complaints involving childcare licensing.

  • Knowledge of cultural competency in working with diverse group of clients.
  • Knowledge of office procedures and practices. 
  • Skills in communicating effectively both orally and written. 
  • Knowledge of precise record keeping and attention to details. 
  • Skills in listening as well as obtaining information for both clinics and childcare program. 
  • Skills in interpreting and adhering to state daycare guidelines.
  • Strong working knowledge of computers

 

HUMAN RELATIONS
Works with local and state agencies in providing services to enhance the quality of life for residents of Leavenworth County.  Collaborates with local agencies and childcare centers/homes to provide exemplary services for infants and children. 

 

ILLUSTRATIVE TASKS (This is not an inclusive list; other tasks/duties may be assigned.)

  • Prepares reports / correspondence for childcare program. 
  • Inspects and evaluates childcare centers. 
  • Orients and guides new providers through the childcare licensure process. 
  • Acts as liaison between childcare providers and state licensing agency. 
  • Acts as child advocate during childcare inspections. 
  • Assist with clinics. 

 

ENVIRONMENTAL DEMANDS

Clinics are performed in clinic setting; travels by auto to site location, and meetings; walks over varying terrain in various weather conditions. 

 

MINIMUM QUALIFICATIONS

Minimum qualifications are set by KDHE Child Care Licensing and cannot be reduced or substituted.

Minimum of 4-year degree in child development, early childhood education, childcare administration, elementary education, human development, social work or a related field.  Surveyor may also qualify as an RN or 4-year degree in nursing.  Possession of valid driver’s license and eligible to be insured through county vehicle insurance.

 

ADA/PHYSICAL DEMANDS

  • Vision - Adequate for preparing and reviewing computer, client’s charts, other paperwork.

 

  • Hearing -Adequate for conversation and telephone use.  Considerable public contact.

 

  • Speech - Must speak English clearly enough to give instructions to employees and converse with public.

 

  • Standing - 20% of the time – interaction with employees / clients.

 

  • Walking - 60% of the time – interaction with employees / clients.

 

  • Sitting - 20% of the time – computer use, plan review, and meetings.

 

  • Lifting/Carrying - 10 pounds – as required in day-to-day activities.

 

  • Pushing/Pulling - 10 pounds – as required to move normal office elements in normal business operation.

 

  • Reaching/Handling - As required to move normal office elements in normal business operation, required on most tasks.
