RESIDENCY POLICY
Residency is defined as the place where one’s primary residence is located.  The boundaries for Leavenworth County employees incorporate adjacent counties to include: Wyandotte, Johnson, Douglas, Jefferson, and Atchison Counties in Kansas and Platte County, Missouri.  Certain departments within the County may have more stringent requirements for residency such as the Sheriff’s Department and Emergency Medical Services.  Any exception to this residency requirement must be specifically approved by the BOCC.  (Revised 04/21/05)

DUTIES SUMMARY
While road construction and maintenance are being accomplished, performs flagging duties, allowing one line of traffic to proceed while stopping another.  Communications with other workers by operating a two-way radio; must stand for long periods of time in various types of weather; must ensure signs are maintained and ready daily. Serves as a Heavy Equipment Operator with broad general skills and technical limitations established by the Director of Public Works under direct supervision of crewman supervisor.  Provides general skills and technical capabilities in the area of laborer and operator for various public works daily operations, maintenance, construction, and duties as assigned appropriate to the skill and technical level of an apprentice with 0-3 year of any laborer or operator experience.  Expected light duty heavy equipment skills typical include snowplow, dump truck, loader, tractor/trailer, small broom, roller, and bobcat/skid steer, boom mowers.

 

PERCENTAGE OF TIME/ACCOUNTABILITIES

40%- Flagging and/or mowing will be a component of this job. Operator of light duty heavy construction equipment (i.e. dump truck, loader, tractor/trailer, small broom, roller, and bobcat/skid steer), boom mower tractors for various public works daily operation, maintenance, and construction projects.

40% - Laborer utilizing various hand tools (i.e. shovel, jack hammer, crack sealer, chain saw, batch mixer, general housekeeping, SWPPP) for various public works daily operations, maintenance, and construction activities as assigned.

10% - Storm and Winter Watch on-call status.

10% - Safety attendant, traffic management, and equipment inspection.

 

MINIMUM SKILLS AND KNOWLEDGE (*Required prior to employment)

  1. Knowledge of general Public Works roadway maintenance and construction activities.
  2. Knowledge of safety procedures and protocols for general labor tasks, heavy equipment operations, and proper loading, transporting and unloading of materials associated with road maintenance.
  3. Knowledge of basic mechanical operations to analyze any breakdown or failure of equipment operation to report to supervisor or mechanics.*
  4. Knowledge of basic storm water prevention plans, best management practices, reporting associated with the duties as assigned to include but not limited to general housekeeping and trash collection, silt fences, seeding, and work area restoration.
  5. Skill in operation of light duty heavy equipment to perform Public Works activities.*
  6. Skill in use of hand tools such as chain saws, rakes, hammers, jack hammers, cutting torches, sand blaster, bridge jacks, power augers, and compactors.*
  7. Skill in reading engineering exhibits, specifications and standards in addition to understanding verbal directions for public works operations related to road maintenance and construction activities.
  8. Skill of proper flagging/traffic control through work zones.
  9. Ability to perform moderate physical work, to lift and carry up to 50 pounds, and to stand or sit for long periods of time
  10. Ability to walk, climb, kneel, reach, twist, sit, pinch, ride, grasp, pull, bend, crawl, push and perform a variety of similar body movements.
  11. Ability to talk and hear in person, by telephone and two-way radio.

 

HUMAN RELATIONS (This is not an inclusive list, other tasks/duties may be assigned.)
Candidate will work closely and communicate with department staff, supervisors, and crew leaders.  Directions for tasks to be completed and techniques for work activities will be provided by supervisors and crew leaders.  It is expected for the candidate to be capable of asking questions, inquiring for further direction if a confusion occurs, and notifying the team of any complications or issued while conducting tasks.  This position may require interaction with the public at large as work is conducted in a public setting at the county shop or within right of way.    

 

ILLUSTRATIVE TASKS (This is not an inclusive list, other tasks/duties may be assigned.)

  1. Operates light duty heavy equipment.
  2. Uses hand tools for shoveling, leveling, and cutting.
  3. Labor associated with the maintenance of roads, road right-of-way to include drainage conveyance systems, and traffic maintenance and safety.
  4. Load equipment, materials, and structures onto and off trailers.
  5. Operates vibratory compactor during road recycling/base stabilization operations.
  6. Operates wheel loader to load materials on dump trucks. Delivers materials to station areas, field stations, or job sites.
  7. Operates truck mounted snow plows and sand spreaders during ice and snow control operations and is subject to call back for emergencies (i.e. flooding, snow & ice control/storms).
  8. Removes litter and debris from right-of-way.
  9. Checks truck and equipment utilized on a daily basis to ensure proper working order.
  10. Performs minor routine maintenance changing oil and filters, greasing, etc. Steam cleans equipment when necessary.


MINIMUM QUALIFICATIONS
Must have a high school diploma or GED.  Must be willing to perform labor and operator activities.  Must possess a minimum of a Class B Commercial Driver's License with endorsements or ability to obtain within 90 days.  Must pass a pre-employment physical and be capable of lifting in excess of 50 pounds.  Must meet all requirements outlined in Knowledge and Skills section.

ENVIRONMENTAL DEMANDS
Work is performed outside or in semi-enclosed areas with exposure to all elements in all seasons.  Work includes potential contact with poisonous weeds, snakes, and insects.  Heavy lifting is required to perform some tasks.  Candidates will work on or around heavy construction equipment capable of causing death and/or dismemberment. Approximately 70% of work is performed outside with flagging of traffic while road construction is being completed with exposure to all weather conditions.

 

ADA/PHYSICAL DEMANDS

  • Vision                          Must be adequate for driving, operating heavy equipment, and for using miscellaneous hand-held tools.
  • Hearing                       Must be adequate for operating dump trucks and construction equipment and to use the telephone to communicate with Foremen and Supervisors.
  • Speech                        Must be able to speak English clearly to communicate ideas and problems Supervisors and Managers.
  • Standing                      25% of the time – performing various tasks associated with Public Works maintenance and construction tasks.
  • Walking                       25% of the time – performing various tasks associated with Public Works maintenance and construction tasks.
  • Sitting                          50% of the time – operation of dump trucks and construction equipment.
  • Lifting/Carrying           50 pounds – must be capable of lifting at least 50 pounds.
  • Pushing/Pulling           20 pounds – shoveling various mixtures or materials associated with Public Works maintenance and construction tasks.
  • Climbing/Balancing     Must be capable of climbing into equipment and trucks.  Must be capable of walking on uneven ground, inclines in excess of 6%, and performing work accordingly. 
  • Stooping/Kneeling      Must be able to stoop/kneel for tasks associated with Public Works maintenance, repair/installation, and construction tasks.
  • Reaching/Handling     Reaching for truck and equipment controls and using handheld tools.
