                          5%                                                Medical Billing.

                        10%                                                Purchasing.

                        35%                                                Preparing and submitting Grant according to State and Federal guidelines.

                        10%                                                General office duties.

                        10%                                                Public Health Preparedness.

 

SCOPE
Serves as the Account Clerk for the Leavenworth County Health Department under the general supervision of the Health Department’s Office Manager.  Plans, organizes, and processes accounts payable and accounts receivable.  Prepares billings for patients and insurance companies; maintains HIPAA Compliance, Prepares and submits Health Department Grants in accordance with State and Federal guidelines.  Assists and provides relief for clerical staff. Actively involved in the budgetary process. Assists the Public Health Emergency Preparedness Coordinator with Emergency Operations planning within Leavenworth County.

 

KNOWLEDGE AND SKILLS:     (*Required prior to employment)

  • Knowledge of cultural competency in working with diverse group of clients.
  • Extensive skills in computer and data entry.
  • Must have extensive Microsoft excel knowledge.
  • Knowledge of office protocol and procedures.
  • Knowledge of Health Department accounting procedures. 
  • Attention to details and accuracy with numbers.
  • Ability to maintain financial records of moderate complexity.
  • Ability to interpret and correctly translate all requirements for grants. 

 

HUMAN RELATIONS
Works with local and state agencies in providing services to enhance quality of life for residents of Leavenworth County.  Works closely with Health Department programs to maintain integrity of grant requirements and submission. Knowledge of HIPAA regulations

 

ILLUSTRATIVE TASKS (This is not an inclusive list; other tasks/duties may be assigned.)

  • Prepares and processes accounts payable.
  • Assist with Health Department budget.
  • Prepares and processes accounts payable and accounts receivable.
  • Prepares and submits purchase orders. 
  • Reconciles all grants, accounts payable, and accounts receivable. 
  • Verification of time sheets.
  • Liaison between Health Department and government funding agencies.
  • Daily back-up of computers.
  • Prepares financial reports. 

 

ENVIRONMENTAL DEMANDS
Work is performed in an office setting, travels by auto to site locations, and meetings.

MINIMUM QUALIFICATIONS
Associates degree (accounting field preferred).  A minimum of three years’ experience in an accounting position. Degree work may be substituted with applicable experience.  Must possess and maintain a valid driver’s license and insurable through count’s insurance carrier.
