LEAVENWORTH COUNTY, Kan. --- The Leavenworth County Attorney’s Office and the First Judicial District Court are pleased to announce Abigail Allman has been named Veterans Treatment Court Coordinator for the Leavenworth County Veterans Treatment Court.
As Court Coordinator, Allman will be responsible for coordinating aSavell participants and entities involved in the treatment court, including the Veterans Administration, veteran mentors, treatment providers, and the justice-involved veterans.
Allman comes to the Leavenworth County Attorney's Office after previously working for the Johnson County Mental Health Department in Olathe, Kansas.
The Leavenworth County Veterans Treatment Court (VTC) is scheduled to begin operations later this year. Funding for this specialty court was made possible when Leavenworth County Attorney Thompson and Assistant County Attorney Christopher Lyon secured a federal grant of $1 million offered by U.S. Sen. Jerry Moran. The grant fund is expected to fully cover four years of court services in Leavenworth County.
County Attorney Thompson said, “This is a great opportunity for our veterans, the people who sacrificed to assure our safety.”
The VTC is a specialty court for justice-involved veterans who are charged with criminal offenses in Leavenworth County District Court. VTC offers supervised treatment and supportive services as an alternative to incarceration. As part of VTC, the County Attorney’s Office offers VTC Diversion, which is intended to give a “second chance” to veterans who have committed criminal offenses deemed eligible for diversion within the court. The primary objective of VTC is to promote public safety by providing an inter-agency, collaborative, non-adversarial treatment strategy to veterans in the criminal justice system who suffer from mental health and/or substance abuse issues related to their service in our armed forces.

Additional information regarding VTC:
The VTC is voluntary. Eligibility will be determined before any hearings as strict guidelines for acceptance into the specialty court will be followed. The VTC may accept veterans charged with either felony or misdemeanor offenses, subject to limitations.
Offenses and offenders excluded from participation in VTC:
- Off-grid offenses
- Felony sex crimes
- Registered sex offenders
- Offenses involving serious bodily harm or death
- Offenses requiring interstate compact supervision
To qualify for VTC Diversion, a defendant must have served in the armed forces of the United States of America and: 1) live in the state of Kansas and be eligible to receive benefits from the United States Department of Veterans Affairs, or 2) be a resident of Leavenworth County, Kansas. There is no guarantee diversion will be granted in any given case. The needs of the offender are less important than those of public safety and the rights of the victim(s).
In determining whether to grant diversion, the County Attorney will consider whether the defendant demonstrates a genuine sense of remorse and is prepared to acknowledge the act(s) charged and accountability for the consequences of their actions. Two assessments will be completed, and if the need for treatment has been determined, a formal conference with the veteran and the VTC Team will be scheduled to decide if the veteran will be approved for VTC Diversion.
The VTC involves five phases, each phase involves less oversight of the justice-involved veteran while placing more accountability on the veteran. During the phases, each veteran is tested for drug and alcohol use a minimum of twice per week. Each veteran is assigned a veteran mentor who will act as an advocate. Each veteran is “incentivized” to continue participation. Each veteran, who fails to adhere to the rules, may be sanctioned with termination from VTC. The final stage includes graduation from VTC. Upon satisfactorily completing requirements, participants will graduate in a ceremony conducted in court – charges will be officially dismissed and diversions will be completed.

Vince Grier, the Superintendent of Road and Bridge, Alan Phillips, the Noxious Weed Manager, and Soma San, the GIS Supervisor who is FAA certified Remote Pilot, had the opportunity to attend the KDOT FLY Day - FAA Beyond Partner Project event held in Topeka.
The event, organized by the KDOT Division of Aviation in collaboration with the UAS Joint Task Force (JTF) and sponsored by Skydio, aimed to introduce rural communities to new technology as part of the FAA BEYOND Program. Participants from various state agencies, local governments, and public safety organizations attended the event to learn about innovative domestic technology is a crucial undertaking for agencies and companies. In this regard, Unmanned Aircraft Systems (UAS) have gained significant attention due to their potential to enhance efficiency, reduce costs, boost safety, and enable new capabilities. UAS technology has delivered impressive outcomes across various industries, such as agriculture, energy, transportation, and public safety, demonstrating its substantial benefits and the increasing adoption of UAS by agencies to enhance their operations.
On May 10, 2023, the BOCC accepted the low bid for the E-48 Bridge Replacement on 255th Street, north of K-192 Highway, in the amount of $418,453.50. Dondlinger & Sons Construction of Wichita, KS, was the successful bidder. Three bids were received on the project. Project construction is scheduled to begin June 15, 2023, with a required completion date of October 4, 2023. The project will be partially funded by a KDOT Local Bridge Improvement Grant in the amount of $150,000. 
Vehicle renewals for customers with the last name starting with "E" “F” & “G” will be due by May 31st.
- Taxpayers may renew their vehicles up to 60 days in advance of their renewal deadline.
- Personal Property Tax and Real Estate Taxes for the 2022 Tax year are due by May 10th, all payments made after May 10th will be delinquent.
- Driver's License renewals at the Annex are now taking appointments again. Please call to set up an appointment at 913-364-5730.

Planning and Zoning
A building permit is required of all persons desiring to build any structure - residential, accessory or commercial, within the unincorporated areas of Leavenworth County. Structures smaller than 100 square feet are not regulated. The structure built must be the type for which the permit was purchased and used in the manner attended at the time the permit was issued. A building permit is valid for one year from the date of issuance.
Traditional building permit applications can be found in the document center or can obtained in-person from our office. Completed application packets can be submitted in-person, emailed to us at PZ@LeavenworthCounty.gov, or submitted through our new Building Permit Online Application.
After receiving a building permit packet, we will confirm that the application is complete. Please then allow for 5-10 business days for the application to be processed. Once the permit is complete our office will be in contact with the applicant to arrange payment which can be done by check, in cash, or over the phone via credit/debit card. PLEASE NOTE: there is a fee associated with processing credit/debit cards charged by the service provider that is a percentage of the overall cost.

- Before beginning construction, please contact Kansas811 to determine where underground utilities are located on your property.
- When a parcel requires an entrance and is not being obtained at the same time as a Single Family Residence, an Entrance Permit Application will need to be submitted. More information about entrance permits can be found here.
- In order to submit a building permit packet, the applicant will need to be on the deed of the property. If someone other than the owner of the property is submitting a building permit packet, an Owner Authorization form will need to be submitted with the packet. Owner Authorization forms can be found in the Document Center.

Leavenworth County Register of Deeds Top 10 in USA!!
The news was just released mid-April from Fidlar Technologies that Leavenworth County was again First Place in Kansas for the highest number of new subscribers to Property Fraud Alert. In addition, our office placed in the Top 10 of all counties in the USA!
Scanning Images Starting to Arrive 
We have received over 52,000 of our digitally enhanced documents in the office from our scanning project. Over 325,000 more documents will arrive in the next few months. Research is getting easier every day for title companies, banks, and individuals needing our older documents.
Lila White of McCaffree Short Title was the first search request to receive a document from our completed scans.
Lansing Elementary School - Buffalo Bill Lesson
Susan Draftz and I had a fun time bringing to life the autobiography of Buffalo Bill Cody to nine classes of 3rd graders at Lansing Elementary School on April 21st. By reading sections about local landmarks and showing maps and documents that connected his observations, the kids experienced a taste of where a real-life legend lived in our neck of the woods.
To enhance the experience for the kids, I wore my best 1800's costume. My favorite question at the end of the presentation was from a very sincere young lady: "How old were you when you met Buffalo Bill?"
DD-214 Filed for Free
Donald Echols visited our office this month to file his military retirement paperwork, DD-214 and wore a message on his cap.
Remember – DD-214s are filed for free, are not available to the public, but are kept under lock and key. Five certified copies are available anytime at no charge. Thank you for your service, Veterans!

The City of Leavenworth had a Household Hazardous Waste Clean up on Saturday, April 22, 2023. The Transfer Station took waste from 37 city residents.
