Board of County Commissioners

The Board of County Commissioners serves as the Chief Legislative and Executive Branch of the County Government. Composed of five members, with each Commissioner representing a district of the County.

The duties of the Board of County Commissioners include:

  • Approving the County budget and expenditures
  • Appointing the various department heads of the County
  • Exercising powers of local legislation

The program is a nationally accredited management and certification program committed to developing exceptional public managers.

Christmas Safety Tips Leavenworth Emergency Management

 

Happy Holidays from the Leavenworth Emergency Management team! We want you to be extra prepared this year by using some holiday safety tips. Listed below, we have reminders and suggestions in multiple holiday categories. These safety precautions and planning will help make your holiday season merry and safe!

 

First is our light safety. It is very important to use caution with working with fire and electricity.

    • When Lighting up holiday candles, make sure to stay within the household while burning them
    • Make sure to keep in mind how old your lights are and replace them as needed.
    • Do not overload your electrical outlets
    • Do not use burn wrapping paper in your fireplace

 

The second is tree safety. Putting up a tree is one event of the holidays that brings us together. Below are tips that will ensure your tree is not a hazard this year.

    • Make sure to properly secure your tree
    • Keep it at a safe distance from any flammable fragile objects
    • Water your tree daily or as needed
    • Do not let your pets chew on your tree
    • If you have a real tree, make sure to properly dispose of it after the holidays

 

The third is our pet safety tips for this holiday season. To make sure your fuzzy family members are taken care remember these tips we have for you.

    • Be mindful of where you place your holiday plants. Most are dangerous to your furry family members. Research the plants and make sure they are in a safe location for your pets.
    • Christmas treats such as chocolate and candy canes are unsafe for your pets. We encourage you only to give holiday treats made for your pet or lean meat from your holiday dinner.
    • Make sure to have extra pet food and water bottles prepared for harsh winters.
    • Leaving for the holidays and can’t take your fur buddies with you? Research quality kennels or ask good friends to house sit

Fourth, we have winter tips! These safety tips will help in cold weather situations and safety for you and your loved ones.

    • Keep an extra pair of mittens, hats, and a blanket in your car for any winter hazards.
    • Avoid using cruise control traveling on winter roads when snow or ice may be present.
    • Check the weather of your local and neighboring areas, and dress accordingly.
    • Detach hoses from the outside of your house
    • Clear snow off of your roof if it is a significant amount, roofs can only handle about 20 pounds of snow over a total roof span
    • Salt your driveway when there is snow in your community’s forecast
    • Have multiple flashlights or backup lighting in case of any winter power outages

 

Lastly are our holiday safety tips. These precautions will help you avoid any holiday headaches or worries.

    • Make sure to keep your home secured and locked while out and at night.
    • Make sure to check the websites you are doing business with, and make sure to use caution when shopping online.
    • Schedule your packages to be delivered when you are home
    • If you plan on using your fireplace this year, make sure to clean your chimney
    • Turn off your holiday lights at night and give those outlets a break
    • Lastly, ensure all household members know the safety evacuation plan in case of any household/winter emergency.

For this employee spotlight, we are excited to highlight Steve Norman. Steve brings a varied background and extensive experience to his current role as Building Maintenance Technician for Leavenworth County’s Building and Grounds crew. Steve has been employed with Leavenworth County for 20 years, transferring from the Road and Bridge Division in 2021. His industry, business, and service expertise helps him throughout his daily tasks. Steve is a valued employee, and we are thankful for his years of service to Leavenworth County!

Let’s take a second to learn a little more about Steve and his role at the County.

Steve, tell us a little about yourself. 

I am a Leavenworth County resident. Together with my wife Jennifer and daughter Bella, we live in the northern part of the County in the Easton area. We are active in our local community and enjoy being involved in school activities and 4-H. My daughter also plays competitive softball with many people from our community and surrounding communities. 

The Building and Grounds Department is responsible for keeping our facilities running smoothly at the County. Tell us a little about the facilities that you take care of.
The primary facility I am responsible for is the Justice Center. With a building that size with many different offices operating many different functions, my day-to-day always looks a little different. I also float around to other county facilities as needed.

What is one of the most rewarding parts of your job? 
Making sure everything is functional and runs smoothly. In addition, I enjoy solving an issue a department or fellow County employee might be experiencing.

Now for a fun question: What would it be if you could only eat one type of food for the rest of your life?
Steak and potatoes.

What do you like to do in your time off? 
I like to be with the family. Softball takes a large amount of our free time. We enjoy traveling and seeing new places with our team. My daughter and I also enjoy demolition derby.

LaVeta.B.Good Morning, Leavenworth County! We are excited to feature LaVeta Bowen in this week's employee spotlight. LaVeta is a Personal Property Clerk in the Appraiser's Office. This year marked LaVeta's 10th year with Leavenworth County. Her supervisor said that LaVeta is a very hard worker, very thorough, and always eager to learn new things by asking good questions. Let's take a second to learn a little more about LaVeta and her role with the County.

LaVeta, tell us a little bit about yourself.
I have been married for 45 years to my wonderful husband, Allen, who is my best friend. We have been blessed with three children, their amazing spouses (two daughters-in-law and a son-in-law), and seven grandchildren. I enjoy spending time with my family, and I always enjoy family gatherings. 

In 10 years at the Appraiser's Office, what is a helpful tip you can tell our residents of Leavenworth County?
Before the 15th of March every year, people who own personal property must sign a rendition listing their personal property items. 

As a Personal Property Clerk, can you help our residents understand what personal property is?
Personal property is property that can be moved from one location to another. Some examples of personal property are watercraft, trailers, and UTV/ATVs.

What do you like to do in your free time?
I like to go shopping with my husband in my free time, looking for baking dishes to add to his collection. I also love to paint and play the piano.

Okay, now a fun question, what is your favorite Christmas cookie or dessert?
My husband loves to bake, so my absolute favorite cookie is his sugar cookies with icing!

Jarrett BeachGood Morning, Leavenworth County. Today is Tuesday, which means it is time for another employee spotlight. We are excited to introduce Jarrett Beach, Special Projects Crewman Lead II, Road and Bridge Division. Jarret has been with Leavenworth County for almost three years. Jarrett is responsible for overseeing road improvement projects. Jarrett was recently promoted to Crewman Lead. Thank you for your hard work and dedication to Leavenworth County.

Jarrett, tell us a little about yourself.
I’m 25 years old. I grew up in Tonganoxie and graduated from Tonganoxie High School. I also went to Kansas City Community College for a welding degree.

Working in the Road and Bridge Division, your job responsibilities change with the seasons. What is your favorite time of year regarding the type of roadway projects you get to take on?
The fall is my favorite time of the year. The temperature is not too hot or cold for all of the outside projects we do.

What is one of the biggest challenges you face in your job?
The biggest challenge I can think of is keeping the crew safe. Making sure everyone is aware of their surroundings and the equipment they are working around.

How do you like to spend your time away from work?
I spend most of my time around Circle track racing. This includes working in the shop on our car and traveling out of town to the race tracks.

Good Morning, Leavenworth County! We are excited to introduce you to Scott Banister, Mechanic III, Road and Bridge Division, for this employee spotlight. Scott works at the County Shop and maintains all County 'light duty' vehicles, including Sheriff, Council on Aging, Community Corrections, Appraisers Office, and the County Attorney. Scott joined Leavenworth County in 2021.

Let's take a moment to learn a little more about Scott.

Scott, tell us a little about yourself.
I love to hunt and Fish. I love spending time with my family and watching my kids grow. I have a daughter that is 14 and a son that is 11—my son races Arena cross on the weekends. We also ride pit bikes around the yard. My daughter is starting to get into photography. My wife and I ride horses.


Scott, what does a typical day look like for you at the County Shop?
I come to work in the morning and meet everyone, and then I schedule maintenance with Council on Aging and Sheriff's Department. I like talking to all the deputies that come in here for maintenance. I also enjoy meeting everyone that works for the County.

From a mechanics standpoint, what would you like to share about maintaining vehicles during the colder winter months with our residents?
For me, it is no different during the colder months than any other month. If I had to advise for the colder months, it would be never to let your vehicle get below a half tank of fuel. Make sure to wash all the salt and sand from your vehicle as soon as possible.

How do you like to spend your free time?
I spend my free time differently depending on the weather. For example, I fish during the summer and hunt during the winter. I also like spending time with my family or riding pit bikes with my son and friends.

We want to thank you all for your support and understanding during our transition. Our newly-remodeled office space is designed to better serve our growing Leavenworth County community.

Vehicle renewals for customers with the last name starting with "U", "X",  “Y” and "Z" will be due by December 29th.

  1. Taxpayers may renew their vehicles up to 60 days in advance of their renewal deadline.
  2. December 20th – First half of taxes is due.
  3. December 29th-  will be the last day to complete any motor vehicle transactions in 2022.  
  4. December 30th- Treasurer’s office will be closed to the public and will begin processing end of year business.   All deposits and bill transfers need to be in by 11:00 for credit in the 2022 fiscal year.
  5. December 31-January 2- No credit card transactions should be processed by any department.
  6. Driver's License renewals at the Annex have been postponed until further notice.

Planning and Zoning

Here is the case map for December's Planning Commission Cases. December's meeting will take place at 5:30 on Wednesday, December 14th.  The agenda packet will be available to view on or before Friday, December 9th at the link below.

The purpose of the Planning Commission is to make recommendations to the Board of County Commissioners on land use applications, regulations, and policies presented by the Planning and Zoning Department.

These cases will be heard by the Board of County Commissioners for a final determination. The Commission Agenda is posted on the Leavenworth County website and is available for public viewing.

Warning Military DD214 Discharge Scam

Veterans have recently become the target of a scam to pay outlandish fees for copies of their military discharge papers.  A company out of Phoenix, Arizona, named DD214 DIRECT, is encouraging veterans to file their DD214 discharge papers with them and charges veterans $79 for a copy of their papers or $119 for an e-mail copy with a hard copy to follow!!!

In accordance with Military Law § 250, upon discharge of service to our country, veterans should file their discharge papers with the County Register of Deed’s Office in the county where they reside. The original papers are always returned to the veteran. Five FREE certified copies will be provided to the veteran, or parent, spouse, dependent or child of the veteran at any time. There is no reason to pay outlandish fees for these records. Military Law prohibits disclosure of information on the discharge papers to anyone else without the written authorization of the veteran.

Leavenworth County Christmas Tree and Lights Disposal

Christmas-Tree-Recycling2Leavenworth County Residents can bring their real Christmas trees and old Christmas lights to the Leavenworth County Transfer Station from December 1st thru January 31st, FREE OF CHARGE. Please remove all decorations and lights from the trees, as they will go to our brush pile and turn into mulch. The Christmas lights will be recycled as e-waste. You will still need to come on the scale and come to the window to let the attendant know what you have, and they will direct you where to go.  


The National Fire Protection Association says real Christmas trees should be removed from the home as soon as the Holiday is over or as soon as the tree is dry and brittle to help prevent possible fires. They also advise keeping them from sitting in the garage or up against the house after removal. 

According to NFPA, 29% of Christmas tree fires in U.S. homes occur in January. The longer you keep a live Christmas tree in your home, the more of a fire hazard it is.

Community Corrections

The Department of Community Corrections is responsible for the intervention, supervision and monitoring of adult and youth offenders on probation in Leavenworth County. The department is currently composed of two divisions: Adult Services and Juvenile Services. Working in partnerships with local treatment counselors, service providers, community based resources, the Courts, Law Enforcement, and the Kansas Department of Corrections, we provide a viable and cost-effective alternative to incarceration for offenders in our community.

Mission Statement
To provide evidence-based supervision which promotes public safety, offender accountability, and improves their ability to live productively and lawfully in our community.

Community Corrections is looking for an individual to fill the Adult Intensive Supervision Officer I/Juvenile Intake Officer role. You can read more about the position here.
