Board of County Commissioners

The Board of County Commissioners serves as the Chief Legislative and Executive Branch of the County Government. Composed of five members, with each Commissioner representing a district of the County.

The duties of the Board of County Commissioners include:

  • Approving the County budget and expenditures
  • Appointing the various department heads of the County
  • Exercising powers of local legislation

At a recent Board of County Commissioners Meeting, the Board recognized and congratulated TerriLois Mashburn on achieving the Certified Register of Deeds from Kansas State University. Each Register must complete 36 credit hours of professional development activity to achieve certification from Kansas State University, including a week-long course only offered a few times each decade.

Kent Brown, Chairman of the Register of Deeds Association Education Committee, said, "This certification represents a dedication to excellence and the continuing pursuit of professional knowledge." I am proud to expand my expertise and complete the certification process to service Leavenworth County better.

County Attorney's Office

The Leavenworth County Attorney's Office took part in the Leavenworth County Community Baby Shower! Safety, health and community are important topics for our office. This is a great annual event held to support expectant parents. Todd Thompson did an interview with KCTV5 discussing PURPLE Crying. PURPLE stands for: Peak of crying; Unexpected; Resists soothing; Pain-like face; Long lasting; and Evening.

The Women's Division of the Leavenworth-Lansing Chamber of Commerce had another successful event raising scholarship money for women to attend college.  Annually, they host a   Lip-sync and karaoke event at the Eagles in Leavenworth.  This year the Leavenworth County Attorney’s office won best overall performance with Todd Thompson, Megan and her husband Clayton Sharples, Saber Hossinei, and Micah Bray assisting.

County Attorney’s office is making great efforts in fighting the fentanyl epidemic.   Beyond multiple convictions for dealers, they have been reaching out to educate.   Anyone aware of someone with problem please reach out for help.

A few highlights from the Leavenworth County Fair last week of July.

Where it was a bit on the hot side, we had an excellent time with those who braved the heat to see us at our booth. We had our famous tornado in a box, which allowed us to explain in simple terms how Tornados form and what ingredients are needed to make a tornado. With a live demonstration of our tornado in the box, we are able to make a tornado right before people's eyes, which is a big hit. We brought back the "Wheel of Information" by popular demand. The wheel has lots of severe weather terms. When a guest spun the wheel and it landed on a term "Thunderstorm Watch," for example, we allowed the folks to explain with some coaching what that severe weather meant. It is a great educational tool. We explained the need for self-preparedness of your families with our family preparedness bags. We reached out to over 1,000 folks of all ages with our booth. We have been in the exact location at the Leavenworth County Fair for over 30 years. Thank you, Leavenworth County Fair Association! The photos are of a few of our volunteers that assisted us through the week, which we much appreciated. Over 75 hours of volunteer assistance for the fair help make this a success every year. The three children are related to the Director, and the young lady shown is one of the winners of the Wheel of Information displaying our Disaster Tee Shirt.

For August's employee spotlight, we would like to introduce you to Shane Resler, GIS Technician II. Shane is a vital part of Leavenworth County's GIS team, specializing in Geographic Information Systems (GIS). GIS handles a wide variety of mapping functions, supporting the mapping needs of various County and City offices, as well as Police, Fire, EMS, Utilities, Private Companies, Surveyors, and the Public. 

 

As a GIS Technician, Shane keeps his day busy building new map layers and constantly updating older ones with the latest information to make our Interactive Map as helpful as possible. 

 

Shane recently completed his Master in Geographic Information Systems. We congratulate him on his accomplishment!

 

Shane, tell us a little more about your role as a GIS Technician II.

As a GIS Tech, I get to work on day-to-day things as well as larger projects. Daily tasks include splitting,

merging, and adjusting parcel boundaries. Sometimes another department will need some assistance mapping something as well.

More extensive projects include:

  • Adding subdivisions.
  • Working with the appraiser's office to make changes to Land Use throughout the county.
  • Updating other county-wide layers as needed.

 

What are some of the maps you offer for a small fee to the public?

Our most requested maps are for personal property boundaries. A letter-sized printout is free of charge. Other frequently requested maps are property ownership or the county's road maps. A poster-sized map is $10. We can also make a variety of different maps on request. A lot of the data that people are after can be accessed from the GIS page on the county website.

 

What is one of the most exciting GIS projects you have worked on?

The most exciting project so far has been working on the redistricting of voter districts. I wasn't the lead on the project, but I was able to help out and learned a lot throughout the process. Another project that stands out was my master's project. For that, I looked at park accessibility and equitability in the City of Leavenworth. I spent a lot of time working on the project and was able to use several different tools. All in all, I enjoy using GIS, so even the day-to-day tasks are fun.

 

How do you like to spend your free time?

My wife and I have a 3-year-old boy and twin 2-year-old girls, so much of our free time is spent keeping them entertained, which is fine by me. When it is not so hot out, we will probably be visiting the parks or going for walks.

  Back to School Safety

It is hard to believe that summer break is over, and schools are kicking off another school year!

Buses are returning to their routes to pick up and drop off students, and young drivers dash out the door for class in the morning.

To help keep kids safe, remember:
1. Stop for a bus with its stop arm extended.
2. Watch for more pedestrians and bicycle riders at crosswalks and intersections.
3. Follow the speed limit, and don't look at your phone.
4. Remind students who are old enough to drive to always buckle up.
5. Brush up on laws for drivers with an instruction permit or restricted license about where and when they can drive.

Kansas law KSA 8-1556 requires all motorists to stop when approaching or overtaking a stopped school bus displaying its flashing red lights and stop arm.
Motorists are to remain stopped until the bus is no longer displaying its flashing red lights and stop arm.Violation of this law not only endangers children but is punishable by a fine and court costs in excess of $420.

 Vehicle renewals for customers with the last name starting with “M”, “N” or “O” will be due by August 31st.

  • Taxpayers may renew their vehicles up to 60 days in advance of their renewal deadline.
  • Delinquent Real Estate notices were mailed out in July with a deadline of August 7th. If you have not paid your delinquent taxes on or before 8/7/2023 the amount will have increased.
  • Driver's License renewals at the Annex are now taking appointments again. Please call to set up an appointment at 913-364-5730.

Building and Grounds

Earlier this month, Leavenworth County celebrated the last day for Courthouse employees Chae and Yong. They started as custodians of our beautiful courthouse in May 2015. Prior to that, they were part of a cleaning team at the Justice Center. They also worked landscaping at the courthouse - planting trees, bushes, and shrubs.

Fraud

August rod 1It was a sad day last week when we reached our 30th fraud case.  A gentleman had a stroke. While convalescing, his son forged his signature & filed a deed that gave himself his dad’s property.  The true owner didn’t discover the fraud for over a year and a half because he didn’t have a subscription to Property Fraud Alert.

The silver lining last week was an attempted fraud in another case was thwarted when the true owner drove past his lot and saw a for sale sign.  He called the listing agent who was able to warn the title company in time to cancel the scheduled closing the next day for the bogus ‘owner’.

I had the opportunity to share my concerns on property fraud with Congressman LaTurner this week.  He is willing to review our model legislation to protect home owners better and put the onus on the fraudster to prove they have a legitimate deed.


First Price Increase for Tapestry in 8 Years

Fidlar Technologies announced a price increase from $6.95 to $8.75 starting on September 1, 2023, for TAPESTRY online document searches.  Requests called into our office for staff searches with responses emailed to you will remain at $7.00 per document.

  • Over half of cardboard collected for recycling is used to make new cardboard boxes. Additionally, cardboard can be down-cycled into paperboard (used for cereal boxes) or chipboard (used for shoe boxes)
  • Making 1 ton of virgin cardboard requires 3 tons of trees
  • Recycling 1 ton of cardboard eliminates 9 cubic yards of landfill space
FAQs

Do I need to remove tape and labels from the box?
No. These materials get filtered out during the recycling process, as does ink.

What's the difference between corrugated cardboard and paperboard?
The term "cardboard" is used for most boxes, but shipping boxes are officially known as corrugated cardboard. The corrugated piece is the extra layer of fiber that zig-zags between the brown sheets, making it tougher to tear and sturdier for shipping. Paperboard is thinner and less durable, used for cereal boxes. These are two different grades of paper with different commodity values, even though you might call both cardboard.

What is the deal with pizza box recycling?
While every recycling program is different, pizza boxes are a frequent source of contamination in all of them. The key question to ask is: Are there oil stains on the box? If the answer is yes, you either want to throw away the whole box or remove the stained parts.

Why can't wet cardboard be recycled?
Even though the paper recycling process introduces water, when you get paper wet and it dries, it manipulates the fibers (as a result, it feels stiffer.)

How is cardboard recycled?
The first step in recycling cardboard is to separate it from other paper,such as office paper and newspaper. The cardboard is then baled and sent to a mill, shredded into small pieces, and put in a pulping machine to introduce water/chemicals and break down the cardboard into fibers. Then, any ink and tape are removed and the paper fibers start bonding together. Finally, the fibers are rolled and dried, then sent off to make new products. Over half of corrugated cardboard is recycled into new cardboard; the remainder is down-cycled into paperboard and other paper products.

Recycling is good for us as it not only saves our environment from deterioration by reducing pollution but also conserves valuable resources and creates jobs. Cardboard recycling is done as a way of keeping the environment clean and green. 


Cardboard waste dumped in the landfill is about 40% of the total municipal waste. Cardboard recycling helps to reduce the dumping of cardboard waste in landfills. One ton of cardboard saves more than 9 cubic yards of landfill space. On this basis, cardboard recycling helps to improve the cleanliness of the environment and promotes healthy human surroundings.

The cardboard materials are 100% recyclable and biodegradable. Thus, it reduces environmental footprint and degradation by offering what is termed as “green” packaging solutions. Some cardboard is made from almost 100% recycled materials, while the majority is averaged at 70% to 90%.

Community Corrections

The Department of Community Corrections is responsible for the intervention, supervision and monitoring of adult and youth offenders on probation in Leavenworth County. The department is currently composed of two divisions: Adult Services and Juvenile Services. Working in partnerships with local treatment counselors, service providers, community based resources, the Courts, Law Enforcement, and the Kansas Department of Corrections, we provide a viable and cost-effective alternative to incarceration for offenders in our community.

Traffic Information from our partners at KDOT and MoDOT:

A geotechnical field exploration for the Centennial Bridge project will occur on the Missouri side of the bridge starting on August 22nd and may last until the end of August. 

Anticipate one lane closure with a flagging operation that will impact traffic traveling on HWY 92 to and from the bridge.
