The Board of County Commissioners serves as the Chief Legislative and Executive Branch of the County Government. Composed of five members, with each Commissioner representing a district of the County.
The duties of the Board of County Commissioners include:
- Approving the County budget and expenditures
- Appointing the various department heads of the County
- Exercising powers of local legislation

In this employee spotlight, we are excited to recognize Kenny Jeannin. Kenny is an Equipment Operator II with the Noxious Weed Department located at the County Shop.What is one thing you would like Leavenworth County residents to be aware of?
How do you like to spend your free time?
I enjoy watching sports. My favorites are basketball, baseball, volleyball, and wrestling. I participate in church activities, and I still enjoy staying interested in the Dairy Business (Holstein Cows).
This week's employee spotlight is Katie Schneider, Assistant Deputy - Business Manager V, Leavenworth County Health Department. Katie has been with the Health Department for 22 years in June. Katie is a wonderful asset to their office and is always available to help her team and the residents of Leavenworth County.

Katie, tell us a little more about yourself.
I am originally from North Carolina. I graduated from Leavenworth High School and Kansas City Community College. I have been married to my wonderful husband for 21 years, and together we have three children, Grant, 19, Kyndal, 12, and Jenalee Paige, 9. We own and live on a farm in Leavenworth County that takes up most of our time. Both my husband and son work within the County as well. My daughter Kyndal is a gymnast in the Junior Olympics, and Jenalee is in gymnastics and girl scouts. We are a busy family with full hearts!
What does your day-to-day look like at Leavenworth County Health Department?
COVID-19 has kept us very busy. Now that it is trending downhill, I am going back to my daily duties, such as making certain operations of clinics run smoothly on a day-to-day basis. Our clinics include immunizations clinics, family planning, maternal and infant, and several more. In addition, I handle all personal administrative functions, budget, payroll, new employee preceptor, making sure all clientele is helped and meet their needs. We work very hard to make this the best team out there. I am very proud of every one ON our team. The Leavenworth Health Department Crew is my second family.
What is something you would like to make Leavenworth County residents aware of about the Health Department?
For starters, don't believe everything you read on social media. If you have a question, please ask. If you are looking for something and need help, reach out, we are a hub with many resources. If we cannot help you with your needs for a reason, we can connect you with a provider that can.
Katie, how do you enjoy spending your free time?
Working on the farm, spending time with my family and dear friends, traveling at any chance I get, and I love watching my little gymnasts compete.
Upcoming Vaccination Clinic Information:
Location: Leavenworth County Health Department, 500 Eisenhower, Leavenworth, KS
- These are walk-in clinics. No appointments are necessary.
- At this clinic we will be offering the Moderna and Pfizer vaccines.
- The Pfizer (Pediatric Dose) Vaccine is available from 5 years to 11 years old.
- Parents or legal guardians will need to sign and be present for minors receiving the vaccine.
Wonder if you are eligible for a second COVID-19 booster shot?
Leavenworth County Health Department will begin administering second booster doses of COVID-19 to those who are eligible.
The U.S. Food and Drug Administration, the Centers for Disease Control and Prevention, and the Kansas Department of Health and Environment have endorsed a second booster with the following requirements for eligibility:
- A second booster dose of the Pfizer-BioNTech COVID-19 vaccine or Moderna COVID-19 vaccine may be administered to individuals 50 years of age and older at least four months after receiving a first booster dose of any authorized or approved COVID-19 vaccine.
- In addition, CDC recommends adults who received a primary vaccine and booster dose of Johnson Johnson's Janssen COVID-19 vaccine at least four months ago may now receive a second booster dose using an mRNA COVID-19 vaccine (Pfizer-BioNTech or Moderna).
- A second booster dose of the Pfizer-BioNTech COVID-19 vaccine may be administered to individuals 12 years of age and older with certain kinds of immunocompromise at least four months after receipt of a first booster dose of any authorized or approved COVID-19 vaccine. These are people who have undergone solid organ transplantation, or who are living with conditions that are considered to have an equivalent level of immunocompromise.
- A second booster dose of the Moderna COVID-19 vaccine may be administered at least four months after the first booster dose of any authorized or approved COVID-19 vaccine to individuals 18 years of age and older with the same certain kinds of immunocompromise
The mission of the Leavenworth County Attorney's Office is to enhance public safety and create a sense of security in the community through the vigorous enforcement of criminal and civil laws in a just, honest, efficient, and ethical manner.
The Leavenworth County Attorney's Office comprises seven attorneys and twelve staff members with the primary function of prosecuting felony criminal cases in Leavenworth County. We receive felony cases from the Sheriff's Office, Highway Patrol, and Kansas Bureau of Investigation in Leavenworth County. In addition, we handle all domestic violence cases and any criminal matters involving juveniles within Leavenworth County. Also, we receive cases where children are in need of care and adults are in need of involuntary commitments. In addition, we represent the County if a case is appealed to the Court of Appeals or the Kansas Supreme Court. The County Attorney is an elected position currently represented by Todd Thompson.

According to the National Safety Council, 87" of people think talking on a cell phone while driving is a serious safety threat but 49% of people still do it anyway. The NSC created distracted Driving Awareness Month to educate people about the dangers that distracted driving poses not only to you, but to your passengers, other drivers, and pedestrians. Keeping your eyes on the road, your mind on driving, and your hands on the steering wheel are essential for attentive and safe driving.

April vehicle renewals for customers with the last name starting with "C" & “D” will be due by April 30th.
- Taxpayers may renew their vehicles up to 60 days in advance of their renewal deadline.
- You can now pay your current Personal Property & Real Estate taxes online from our website by using the Pay Taxes
- Note, 2nd half Real Estate and Personal Property Taxes will be due by May 10th.
- Driver's License renewals are open at the Annex by appointment only, Tuesday through Friday. Please call the Annex at 913-364-5730 to set up an appointment.

Here is the case map for April's Planning Cases. The Planning Commission heard these cases at their April 13, 2022 meeting.
The purpose of the Planning Commission is to make recommendations to the Board of County Commissioners on land use applications, regulations, and policies presented by the Planning and Zoning Department.
These cases will be heard by the Board of County Commissioners for a final determination. The Commission Agenda is posted on the Leavenworth County website and is available for public viewing.

Leavenworth County is accepting applications for a 4th Commission District Planning Commissioner. The 4th District is the area shaded blue on this map. Here is a link to a full version of the Five Commissioner Districts map.
The Planning Commission is a recommending body to the Board of County Commissioners. They hear and make recommendations concerning amendments to the zoning regulations, rezonings, and revisions to the Comprehensive Plan. The Planning Commission also convenes as the Board of Zoning Appeals to hear requests for variances from the Leavenworth County Zoning and Subdivision Regulations.

Creatively Fighting Property Fraud
Good News! SB 300 passed both Chambers
On March 21, 2022, The House of Representatives passed HB 300 with the amendment as explained in the Supplemental note on Senate Bill 300:
SB 300, as amended, would amend definitions in the Kansas Racketeer Influenced and Corrupt Organization Act (Kansas RICO Act), as follows. The bill would add to the definition of "covered person" a person who has engaged in identity theft of identity fraud. The bill also would add identity theft or identity fraud to the list of crimes for which committing, attempting, or conspiring to commit or soliciting, coercing, or intimidating another person to commit a misdemeanor or felony violation would constitute "racketeering activity" under the Kansas RICO Act.
This is very good news for prosecuting those who committing property fraud by identity theft!
In the Senate Committee hearing on January 26, 2022, Senator Petersen and a representative of the Johnson County Sheriff's Office provided proponent testimony, stating the bill would allow law enforcement to investigate, and prosecutors to bring charges against organizers of identity theft and identity fraud under state law.
How to Fraud? Let me count the ways...
1. We had a lady come into the office whose home was listed on Zillow.com and Realtor.com. The only trouble was, she did not ask for any listing. I notified Zillow to remove their fraudulent listing with proof of true ownership. Please periodically check your address on for sale by owner sites.
2. A concerned neighbor contacted us with a scheme. Her neighbor signed the paperwork to sell off his pasture, but the buyers took the document "to make a copy" without leaving payment. The buyers then called the next day to cancel the purchase of the property, but didn't return the document to the owner.
3. A couple came home to find a note taped on the door asking if they would like to buy the lots next to their home. When they called, the seller stated there were four lots "for only $,4,000.00." The problem was, she didn't own the lots to sell and by the time we told them, their check was already cashed.
Please use a licensed realtor or title company for your land transactions, but if you cannot, be certain to check with the Register of Deeds office for who is the owner before you hand over case!

The Transfer Station has a New Outbound Scale!!
Our new scale and beautiful scale house are up and running.
Our first customer was Jeremy Ressler, he was first in line, on our first day!
Our Transfer Station staff is looking forward to introducing our customers to the new scale and the new process.
We hope our customers will like the reduction in wait times and enjoy the smoother visit.
The process has changed for weighing out and paying for your load. Once you've weighed in and unloaded, you will follow the ORANGE signs
going through the middle of the cones to the east side of our grounds, where you will see the outbound scale on your left.
When the scale is clear, you will drive onto the scale and proceed to the window, where the scale operator, Delores, will weigh you out and payment will be made.
After your completed visit, you will follow the gravel road out of the facility.

EPA Announcement
EPA Household Hazardous Waste Announcement
On February 28, 2022, EPA revoked tolerances that have allowed the pesticide chlorpyrifos to be used on food-related applications due to potential health-related exposure risks. More information about this rule can be found here:
As a result of their ruling, EPA has determined that HHWs are no longer an option for the disposal of this pesticide.
At this time, the options for disposal have not yet been determined. More information will be shared as it is received. Chlorpyrifos may be kept and properly stored in its original labeled container for non-food uses until it is disposed of. EPA is planning to contact registrants of this product to inform them of labeling amendments and potential buy-back options. The Kansas Department of Agriculture recommends that anyone with questions regarding disposal should reach out to their Pesticide and Fertilizer Program either via their Program's email:KDA.PestFert@ks.gov or the Program's main line: 785-564-6688.

National Work Zone Awareness Week was held April 11th through April 15th. The goal of National Work Zone Awareness Week is to remind you that Work Zone Safety is everyone's responsibility. Construction season has begun. Please be mindful of construction workers and drive safely through work zones.
The Department of Public Works Road and Bridge Crew maintains approximately 742 miles of roads, of which there are:

These men and women work hard every day and in every weather condition. When necessary, their crews spend nights, weekends, and holidays away from their families to keep the County roadways safe.
