Military Requirements

Military Property Tax Exempt; everything listed will be effective January 1 2022

      • All active duty members claiming KS will be limited to 2 vehicles exemption per registration year.
      • National Guard and Reserve members will be exempt. They must provide Orders, ORB, or ERB and a full month LES.
      • National Guard or Reserve member must be on the title to get the Property Tax Exemption.
      • The military form is going to be updated on KS Revenue to reflect the National Guard and Reserve change. The form we’re currently using will no longer be accepted after January 1st.
      • Personal Property Tax Exemption on taxed when tagged  vehicles so that current members in good standing of the Kansas Army or Air National Guard, and members in good standing of the reserve forces of the United States may be exempt from personal property tax on 2 vehicles. This change is for Kansas residents of Kansas Army or Air National Guard and the reserve forces of the US.
There will be no refunds issued to Guard or Reserve registrations that were processed prior to January 1 2022. For the 2 vehicle limit, the state is looking to see if that does actually apply to out of state residents. Until we are told otherwise though, we will limit everyone to 2 vehicles as listed above.

Kansas Military Personnel

Kansas residents in the military may qualify for exemption from property taxation in Kansas on no more than two vehicles if all of the following criteria is met.

  • The military person is shown on the title as the legal owner of the motor vehicle(s) for which the exemption is requested
  • The military person claims Kansas as his/her permanent state with the military
  • The military person is in the full-time regular military service of the United States or the military person is a member of the National Guard or Reserves and mobilized (in receipt of orders to report for active duty at a certain date)
  • The motor vehicle is not used in or arising from a trade or business

If the criteria above is met the following items must be brought in along with the other documents required for registering or renewing a vehicle license plate. These documents must be brought in every time a new vehicle is registered or a vehicle is renewed to receive the exemption.

Leased vehicles are NOT exempt from property taxes.

Non-Kansas Military Personnel

Non-Kansas military personnel have the option of registering in the county they reside in or in their home state of record. If the military person registers in the state of Kansas, they may be eligible for exemption from property taxation. This exemption applies to property taxes only, it does not apply to sales tax on vehicles. Vehicles coming in to Kansas must have been registered in the previous location for at least 6 months or it will be subject to sales tax, if not paid in the previous location. All of the following criteria must be met in order to receive the exemption.

  • The military person or spouse is shown on the title as the legal owner of the motor vehicle(s) for which exemption is requested
  • The military person is in the full-time, regular military service of the United States
  • The military person is absent from his/her permanent residence solely by reason of military orders
  • The military person is stationed in Kansas and resides in Leavenworth County
  • The motor vehicle is not used in or arising from a trade or business
  • At the time of registration/renewal the vehicle(s) is/are kept or is being used in Leavenworth County

If the criteria above is met the following items must be brought in along with the other documents required for registering or renewing a vehicle license plate. These documents must be brought in every time a new vehicle is registered or a vehicle is renewed to receive the exemption.

Leased vehicles are NOT exempt from property taxes.
