Disabled Veteran Plates

Effective 7/1/2022 as per 2022 Kansas Legislation Session HB2476 there shall be two categories of
plates for disabled veterans.
1) Disabled Veteran which shall display the international wheelchair
symbol as part of the plate design for disabled veterans who also meet the statutory
definition of a disabled citizen as per K.S.A. 8-1,124
2) Disabled Veteran not Disabled which are available for those who meet the qualifications for
a disabled veteran but who do not qualify as a disabled citizen.
 
Proof of Qualification
For a Disabled Veteran plate (DAV No DS) Without the Wheelchair Emblem, for a new plate or for recertification of eligibility for those currently issued a disabled veteran plate, the following are the acceptable proof of qualification options:
1. TR-103 – Completed by the Disabled Veteran and Signed by the VA Regional Director with A or B selected
2. VA Benefits letter with percentage of disability 50% or higher, that they may get on-line themselves if they have an on-line account with the VA.
3. VA Benefits letter with percentage of disability 50 % or higher, that is mailed to them from the VA
4. Disabled Veteran ID Card – available to those with 100% disability
For a Disabled Veteran Plate with the Wheelchair Emblem, for a new plate or for recertification of eligibility for those currently issued a disabled veteran plate, the following are acceptable proof of qualification options:
1. TR-103 – Completed by Disabled Veteran with A or B and C selected, Signed by VA Regional Director and signed by a licensed medical professional.
2. TR-103 – Completed by the Disabled Veteran, Signed by the VA Registration and a TR-159 Disabled Citizen form signed by a licensed medical profession. This may be a TR-159 submitted for a placard or a Disabled Citizen plate but must be scanned with the TR-103
3. VA Benefits letter with percentage of disability 50% or higher, that they may get on-line themselves if they have an on-line account with the VA, and a TR-159 – signed by a licensed medical professional.
4. VA Benefits letter with percentage of disability 50 % or higher, that is mailed to them from the VA, and TR-159 or the TR-103 signed by a licensed medical professional.
5. Disabled Veteran ID Card – available to those with 100% disability, and a TR-159 signed by a licensed medical professional.
6. VA Benefits Letter with percentage of disability 50% or higher and a TR-103 completed by the Disabled Veteran and signed by a license medical professional (VA regional director signature not required on the TR-103 in this case.)
7. Disabled Veteran ID Card – available to those with 100 Disability, and a TR-103 signed by a licensed medical profession (VA regional director signature not required on the TR-103 in this case.)
 
 
 
Motor vehicles displaying DAV plate without the international wheelchair emblem shall be permitted to:
  • Park without charge in any metered zone. Such motor vehicle shall be exempt from any time
limitation imposed on parking in any zone designated for parking during the hours in which parking is permitted in any city; or
  • Park without charge in any parking space in a public parking facility or public parking lot if such parking space is clearly marked as being reserved for the use of persons with a disability or persons responsible for the transportation of a person with a disability and such public parking facility or public parking lot employs persons who are parking attendants and who collect payment. Any parking occurring under the provisions of this subparagraph shall also comply with all regulations and restrictions posted at the entrance of the public parking facility or public parking lot by the management thereof
