Administration
The EMS Administrative Staff as a collective team, under the leadership of the Department's Director, are responsibly for all aspects of the EMS department. The management Team is responsible for many functions to include:
- Administration
- Education
- Operations
- Special Operations
Administrative Staff:
Director - Jamie Miller
Jamie started his EMS career in 1996 with Leavenworth County EMS after an Honorable Discharge from the United States Army. Throughout his tenure, Director Miller has held most positions within the organization. He received his Paramedic training through Kansas City Kansas Community College Paramedic Program in 2000.
Director Miller also serves as the Administrative Director for the Leavenworth County Health Department for which he is the County's Health Officer.
Assistant Director - Brian Bailey
Brian started his career in EMS while obtaining his Bachelor of Science degree in Microbiology from Kansas State University. He enrolled in an EMT course through Manhattan Area Technical Center in 1992 and became certified as an EMT in 1993. After graduating from KSU in 1995, he was accepted into the paramedic program at Johnson County Community College and became certified as a paramedic in February 1997. He started as a paramedic with Leavenworth County EMS in April of 1997 and after four years of service, he left to further his goal to become an EMS educator. He returned to Leavenworth County EMS in January of 2007 as the Training Administrator. In January of 2015, he was promoted to Assistant Director.
Operations Manager - Christina Johnson
Christy Johnson, a lifelong resident of Kansas City, started her career in EMS in 2000. She started with American Medical response as an EMT until completing the paramedic program with IHM in 2011. She began a career with Leavenworth County EMS shortly after graduation. Throughout her tenure, Christy held the ranks of lieutenant (2017) and shift captain (2019) until recently being promoted to the Administrative position of Operations Manager (2023). Accompanying this promotion, Christy and her husband have relocated to Leavenworth County.
Training Administrator - Michelle Westfall
Michelle began her EMS career in 2000, and in 01/2001 joined Leavenworth County EMS. A graduate of the University of Arkansas – Fayetteville with a Bachelor’s of Arts degree in Communication, Michelle came to an EMS career later in life than most. Throughout her career with Leavenworth County EMS, initially served in the position of EMT. When offered, she took the opportunity to gain her Paramedic certification and successfully completed the program in 07/2003. Since then, she has continued to serve the organization as both a System Status Manager and a Shift Supervisor. In every progression of her career, Michelle has moved toward education. She holds multiple teaching certifications for various EMS courses. In February, 2015 Michelle was promoted to Training Administrator. In 2018, she received the Donald E. White Educator of the Year Award from the Kansas EMS Association.
